Little Tokyo, LA doesn't always have'em out there, during conventions and and special events.
There's also a store called Anime Jungle that does cosplay's ever so offten.
If you get a chance check it out cause they usally have a photo case display on their store door.
To see cosplayers, keep watch of conventions.
